Born in Washington, DC, June 14, 1936. Attended Paul Laurence Dunbar High School, Washington, DC. Served in U.S. Air Force, 1961-62, 1968. Bowie State College, B.S. (elementary education), 1969, M.Ed. (administration), 1972. Retired school teacher and principal. Virology research technician, National Institutes of Health (10 years). Principal, Prince George's County School System (17 years) at Kettering Middle School, Upper Marlboro, and Andrew Jackson Middle School, Forestville, Maryland. President, Cedarville Citizens Association (12 years). Member, governing body, Southern Maryland Health Systems Agency, Prince George's County, 1980-82. Member, National Education Association; Maryland State Teachers Association; Prince George's Educators Association; Association of School-Based Administrators and Supervisors. Charles McC. Mathias, Jr., Award, House of Delegates, 2010. Champion of Education Award, Maryland Chapter, Council for American Private Education, 2014. Member, St. Mary's of Piscataway Catholic Church, Clinton, Maryland. Married; two children; three grandchildren. Died in Washington, DC, September 10, 2015.


In April 2017, Bowie State University's Center for Learning and Technology was named the James E. Proctor, Jr., Building in honor of Delegate Proctor. At the same time, a scholarship fund was started in his name.
