Formerly under Department of Human Resources, transferred to Division of Neighborhood Revitalization of Department of Housing and Community Development in July 2017. Renamed Homeless Initiatives in 2017.

Authorized in 1994, Committee was never appointed.

BUSINESS PROCESS IMPROVEMENT
Created in November 2015 to oversee two offices: Business Performance; and Housing and Economic Research.

COMMUNITY LEGACY BOARD

Ex officio: John R. Griffin, Secretary of Natural Resources; Richard E. Hall, Secretary of Planning; Beverley K. Swaim-Staley, Secretary of Transportation; vacancy, Special Secretary of Smart Growth.

Established in July 2001, Community Legacy Board administered Community Legacy Program (Chapter 567, Acts of 2001).

Chaired by Secretary of Housing and Community Development, Board consisted of six ex officio members (Code Housing & Community Development Article, sec. 6-203).

Authorization for Board was repealed on June 1, 2010 (Chapter 487, Acts of 2010).

COMMUNITY SERVICES BLOCK GRANT

CREDIT ASSURANCE REVIEW COMMITTEE
Governor formed Credit Assurance Review Committee in Dec. 1993 (COMAR 05.06.05). Committee advised Division of Credit Assurance on credit assurance programs of Maryland Housing Fund. Committee alerted Fund to new programs for housing insurance or credit assurance or to innovative uses for current programs. Committee also recommended how to use Fund resources for benefit of State residents and for raising capital to support insurance reserves or programs through public or private sources.

For underwriting insurance of mortgage loans and managing insured loan portfolio, Committee advised Fund on what policies and criteria should be used. Committee also counseled Fund on structuring of its credit assurance programs to maintain fiscal integrity of Fund and of reserve backing for each program.

Committee has been inactive since 1999.

DIVISION OF HISTORICAL & CULTURAL PROGRAMS
With exception of Commission on Indian Affairs, transferred to Department of Planning on Oct. 1, 2005 (Chapter 440, Acts of 2005). Division's Comission on Indian Affairs transferred to Department of Human Resources on Oct. 1, 2005 (Chapter 440, Acts of 2005).

DIVISION OF INFORMATION TECHNOLOGY & PORTFOLIO MANAGEMENT
In 1998, reorganized as Division of Information Technology.

MARYLAND REVITALIZATION CENTER
Opened in May 1998, Maryland Revitalization Center was envisioned as a joint venture of those State agencies most concerned with implementing Maryland's Smart Growth Initiative. Among State agencies formerly working with Center were Department of Housing and Community Development, Department of Planning, Department of Transportation, and Governor's Office of Crime Control and Prevention.

Although Center still operates as a satellite office of Division, its interagency mission ceased in 2001.

At request of General Assembly, Secretary of Housing and Community Development convened Maryland Smart Growth Investment Fund Work Group in June 2013 (Chapters 592 & 593, Acts of 2013). To accelerate smart growth, revitalization, and sustainable development in State's sustainable communities and tranist-oriented development areas, Work Group researched and made recommendations for an investment and management model for Maryland Smart Growth Investment Fund.

On Dec. 26, 2013, Secretary reported Work Group's findings and recommendations to Governor and General Assembly.

Authorization for Work Group ended May 31, 2014.

NEIGHBORHOOD BUSINESS DEVELOPMENT PROGRAM

Under Division of Neighborhood Revitalization, reformed as Business Lending, and moved to Community Development Administration in April 2015.

NETWORK SYSTEMS OPERATIONS
In 1996, Network Systems Operations formed as Office of Information Systems within Division of Information Technology and Portfolio Management. In 1998, it adopted its present name.

Network Systems Operations created and maintained an information systems infrastructure that provided access to data for Department staff and customers, including citizens, local government, lenders, developers, lawyers, and investment bankers. Office supported hardware and software of Local Area Network (LAN) and provided Department with Wide Area Network capabilities. In addition, office enhanced customer service through data systems management.

OFFICE OF RURAL BROADBAND
In 2020, Office of Rural Broadband was formed under Chief Financial Officer.

Office mission was to ensure that every rural Marylander has access to broadband services, regardless of location. Through partnerships with local jurisdictions and private sector, Office offered funding and technical assistance to help entities qualify for federal financing opportunities. To complement other funding sources, Office also has initiated a broadband funding structure through Local Government Infrastructure Financing Program at Department of Housing and Community Development. Through these efforts, rural communities and residents were to be served by internet.

In April 2021, Office of Rural Broadband was replaced by Office of Statewide Broadband (Chapter 74, Acts of 2021).

Software and Development was created within Division of Information Technology in 1998 as Office of Database Development. It reformed under its current name in 2003. Office developed and maintained Department databases and generates reports.

SPECIAL ASSETS
Special Assets began as Multifamily Programs, reorganized as Multifamily Asset Management in 1998, and became Multifamily Operations in 2003. It reorganized as Special Assets in April 2005.

Special Assets provided longer mortgage terms than were generally available; reduced monthly payments for tenants; and enabled higher loan-to-value ratio mortgages for borrowers. Programs included construction loans and permanent loans.

Under Division of Credit Assurance, disbanded in 2011, and functions dispersed to other units.

Under Division of Neighborhood Revitalization, reorganized as Office of Training and Outreach in 2006.

With assistance from departments of Aging, Health and Mental Hygiene, and Human Resources, Department of Housing and Comunity Development convened Task Force to Study the Renovation and Repair Needs of Senior Homeowners in June 2012 (Chapter 695, Acts of 2012). Task Force studied methods for identifying statewide which limited-income seniors owned and occupied single-family homes, and what their needs were for home repair, safety, and energy conservation.

In Dec. 2012, Task Force reported its findings to Governor and General Assembly.

Authorization for Task Force extended through May 31, 2013.
