Born in Baltimore, Maryland, December 9, 1939. Attended Baltimore City College; University of Maryland, B.A., 1963; State University of New York, M.S. (psychology), 1967; American University (correctional administration), 1965; Wharton School of Business, University of Pennsylvania (strategic management in corrections), 1967; University of Southern California (education & criminal justice administration, 1967-69). Served in U.S. Air Force, 1963-70 (captain, security & law enforcement officer; bronze star). Criminal justice consultant. Member, American Correctional Association; Middle-Atlantic States Conference of Correction; Maryland Conference of Social Concern; Maryland Parole, Probation, and Correctional Association. Divorced; four children, five grandchildren. Died in Parkville, Maryland, June 25, 2008.
