In July 2003, the Task Force to Study the Feasibility of Licensing Boaters was organized (Chapter 430, Acts of 2003). The Task Force studied the feasibility of licensing boaters in the State. Among issues considered were those affecting out-of-state boaters and Maryland residents who register a boat in another state, as well as the benefits, costs, and security matters associated with issuing a State boating license. The Task Force evaluated the effect of a State boating license on boater safety and studied actions taken by other states to address concerns regarding boater safety. Finally, the Task Force considered how a boating license requirement may affect tourism and economic development in Maryland.

On December 1, 2003, the Task Force submitted its final report to the Governor and General Assembly.
