In June 2013, the Commission on the Establishment of a Maryland Educators Service Memorial was authorized (Chapters 569 & 570, Acts of 2013).

The Commission identified an appropriate site either within or close to the State Capitol Complex in Annapolis for the Maryland Educators Service Memorial. Estimates on total funding and preliminary design ideas were considered by the Commission, which then made some recommendations conerning the location, design, and construction of the Memorial.

In December 2013, the Commission submitted its report to the Governor and General Assembly. After submitting its report, the Commission continued to review and monitor the funding and construction of the Memorial.

Authorization for the Commission ended May 31, 2016.
