In February 2016, the Commission to Modernize State Procurement was created (Executive Order 01.01.2016.05).

The Commission reviewed Maryland's procurement laws and regulations. Based on that review, the Commission made detailed recommendations to the Governor to improve and modernize the State's procurement process. Recommendations included how to standardize best practices and interpretation of procurement provisions in the Code of Maryland Regulations (COMAR) across agencies; use new technologies to reduce transaction costs for State agencies; and develop a statewide procurement manual and a statewide training curriculum. The Commission also considered how to remove impediments for attracting and retaining quality procurement staff; simplify procurement reporting requirements so staff more efficiently manage their time; expand to all agencies the Small Business Reserve Program; and simplify the Minority Business Enterprise Certification process. Other strategies that make the procurement process more accessible to business were included in the recommendations.

In December 2016, the Commission submitted its report to the Governor.
