In 2006, the Work Group on Self-Representation in the Maryland Courts was convened by the Chief Judge of the Court of Appeals. The Work Group was to formulate a strategic plan that met the needs of litigants who choose to represent themselves in Maryland's court system. Further, the Work Group was to recommend ways to help self-represented litigants in navigating the judicial system; improve the response of judicial staff to such litigants; assist judges in responding effectively in the courtroom to the self-represented; and promote more access to legal representation and services.

The Work Group submitted its report to the Chief Judge of the Court of Appeals in August 2007.
