On December 15, 2000, the Chief Judge of the Court of Appeals established the Conference of Circuit Court Administrators, which includes the circuit court administrator from each county and Baltimore City. By Administrative Order of September 28, 2015, the Chief Judge of the Court of Appeals reconstituted the Conference.

Meeting quarterly, the Conference considers the operation, management, and leadership of the circuit courts. It recommends legislative and policy changes or improvements to the Chief Judge of the Court of Appeals, the Judicial Council, the Conference of Circuit Judges, the State Court Administrator, and the Conference of Circuit Court Clerks. The Conference of Circuit Court Administrators also assists the Chief Judge in preparing the annual Judiciary budget (as it pertains to grants); fiscal impact studies; and other program performance reports.

The Conference of Circuit Court Administrators consists of twenty-seven members, including each Circuit Court Administrator and a member of the Conference of Circuit Court Clerks. Serving ex officio are the State Court Administrator, and the Chief Clerk of the District Court of Maryland.
