ORIGIN & FUNCTIONS

DEPARTMENT OF PUBLIC WORKS


[photo, Cecil County Administration Building, 200  Chesapeake Blvd., Elkton, Maryland] In Cecil County, the Department of Public Works was created in 1979 (Chapter 629, Acts of 1972).

The Department of Public Works operates and maintains County roads, water and sewer systems, and road construction and inspection. The Department also procures land needed for the construction of roads, bridges, drains, utilities, and solid waste projects (County Code, secs. 87-1 through 87-7).

Under the Department are five divisions: Engineering and Construction, Roads, Solid Waste Management, Stormwater Management, and Wastewater.

ROADS DIVISION
The Roads Division conducts daily maintenance of and upgrades to County streets and drainage structures. It also responds to emergencies, such as storm event flooding, downed trees, and snow and ice removal.

STORMWATER MANAGEMENT DIVISION
Under the Department of Public Works, the Stormwater Management Division formed in April 2017.

The Division develops, manages, and executes the Erosion and Sediment Control Program, and the Stormwater Management Program. It also ensures the administers and oversees compliance with the County's legal mandates regarding erosion and sediment control, and stormwater management found in the County Code, and other applicable laws, regulations, and standards.

Reports of any illicit discharges within the County are investigated by the Division.
