The County Council is the County's legislative body. It also sits as the District Council on zoning and land use matters, and as the Board of Health on health policy matters.

The Commission is to undertake a comprehensive study of the County Charter and recommend changes to the Charter, where appropriate.
COMPENSATION REVIEW BOARD
The Board is to study the rate of current compensation for the Council and the County Executive and make a recommendation regarding the amount of compensation.
FOOD SECURITY TASK FORCE
The Task Force charge is to address issues related to the demand and supply of healthy food; areas with limited access to healthy food; food health connections, school meals; and food insecurity in the County.
A final report by the Task Force is due by June 30, 2021.
HOUSING OPPORTUNITIES FOR ALL WORK GROUP
The Work Group uses the Comprehensive Housing Strategy Report and other data resources to create the framework of a housing policy; set benchmarks to be monitored and distributed transparently; and submit quarterly and annual reports.
Nineteen members constitute the Work Group.

RE-ENTRY ADVISORY BOARD
To the County Council, the Board is to submit a final report by November 1, 2020.
RESPONSIBLE LEGACY TASK FORCE
The Task Force is to review all County monuments, parks, street names, County buildings, and other places of honor, and create a process to determine the future of names linked to a prejudiced past. The Task Force will work to ensure that the County’s legacy is one of equality, diversity, and inclusion.
This nine-member Task Force was scheduled to issue an interim report by December 31, 2020, and a final report by June 30, 2021.
The County Charter provides for establishing, not later than December 15 of the last year of each term, a compensation review board (County Charter, Article IV, sec. 406). In accordance with that provision, the County Executive with the County Council appointed the Compensation Review Board in 2020 .
In July 2020, the Food Security Task Force was formed by the County Council (County Council Resolution no. CR-062-2020).
In April 2019, the Housing Opportunities for All Work Group was established by the County Council (County Council Resolution CR-16-2019).
After each federal decennial census, the County Charter requires that the County Council revise the County’s councilmanic election districts (County Charter, Art. III, sec. 305).
In July 2019, the Re-Entry Advisory Board was created by the County Council.
To determine, evaluate, assess, and assist County agencies in implementing a comprehensive Re-Entry Program and re-entry services, the Board will establish progress reports to assess the effectiveness of every County re-entry-related service; evaluate what resources are needed to implement a comprehensive Re-Entry Program and re-entry services that address employment, housing, mental health, and faith-based initiatives; develop a model program or systematic processes for serving formerly incarcerated persons before and after incarceration release; and review relevant legislation.
The Responsible Legacy Task Force was created by the County Council in June 2020 (County Council Resolution no. CR-009-2019).
