The Board of County Commissioners consists of five members who are elected to four-year terms by the voters. One of these members is elected by the voters to serve additionally as Council President for a one-year term. Thereafter, until the next election, the Council President is chosen annually by the Council as is the Vice-President (Code Local Government Article, secs. 9-401 through 9-406).
