Under the Charter, money remaining from completed or abandoned capital projects can be used only for future capital budgets. This Amendment would allow use of those funds for both operating expenses and capital projects, in both current and future budgets.
This Amendment also permits the Council, by a four-fifths majority vote, to reduce funding for capital projects and transfer those funds into the contingency fund of the current operating budget.
